Estonian government officials from Social Ministry, Justice Ministry and Estonian Foreign Ministry cheated  European Human Rights Court in 2015-2018 and submitted a fake brain death paper to the Court in summer 2015 to avoid responsibility for art 2 Right to Life violation.

In March 2019 Estonian Justice Minister Urmas Reinsalu ordered  the audit department of the Justice Ministry to check whether my claims are true that claims presented by Justice, Social and Foreign Ministry of Estonia during the European Human rights Court case were false and fake papers were submitted to EHRC by Estonian Government.

It has been confirmed now in spring 2019 that Estonian government officials cheated European Human Rights Court with fake brain death paper compiled  in 2010 - half a year after brutal abuse and murder of 26 year old Oliver Rõigas at government supervised Tallinn PERH hospital.

Estonian government officials also cheated European Human rights Court in 2015 - 2018 with false claim that Oliver Rõigas who fall a victim of massive secret administration of hazardous drugs had given permission for his treatment. The truth is he never signed and was never even presented the document of informed consent despite such form existed in that hospital already in 2009. With this cheating Estonian government avoided responsibility for violating art 3 (torture) and 8 (privacy).

Several meetings were hold at Justice Ministry during internal investigation in March, and April 2019, with four meetings being attended at Justice Ministry also by Justice Minister Urmas Reinsalu himself and I too was invited to attend all those meetings that I also did.

 Already in the beginning of March 2019 Minister Urnas Reinsalu expressed his apology to me and said he personally was not aware about the cheating by officials.

After Urnas Reinsalu from Isamaa party was appointed to become Foreign Minister in spring 2019 Mr Reinsalu insisted that this case will not be covered up any more and said publicly at Foreign Ministry press centre during his meeting with public on May 9, 2019 that in such cases like this one apology has to be made, solution has to be find, including  for the damage caused.

However, the new Estonian Justice Minister Raivo Aeg from Isamaa party, former Soviet police official who was involved in cover up of the case as Head of Security Police 2008-2014 that declined requests of Estonian Patients Union to launch investigation into cheating by long time communist doctor, health official at Social Ministry ordered his employees to close the case at Justice Ministry in June 2019 without any apology and stating that government is represented at European Human Rights Court by Estonian Foreign Ministry.

Despite Minister Aeg party fellow and former Justice Minister Urmas Reinsalu organized a meeting in late May 2019 of three of us, Mr Aeg has insisted that Chief Prosecutor Lavly Perling who used too fake brain death document to ignore the case reopening request at domestic proceedings in 2014 should be given second term in office since 2019 autumn.

During the internal investigation at Justice Ministry in spring 2019 I learned that Justice Ministry itself had compiled in 2015  a document about the case where it confirmed "brain death" and ignored the claims by Law Office Lillo and Partners during EHRC court proceedings. The document with false claims submitted from Justice Ministry to Foreign Ministry in 2015 was compiled under Minister A.Anvelt, another former Soviet police official and had been signed by Director of Justice Ministry Norman Aas who was chief prosecutor when Prosecution had blocked the investigation in 2012-2014 and by Justice Ministry official Markus Kärner.

This price of cheating European Human Rights Court by Estonian government has been horrible.

After EHRC released in 2018  the government with fake brain death paper from art 2 Right to Life violation organ hunting and cheating families sharply increased in Estonia and in 2018 an Estonian toddler fall a victim of organ hunting after parents were mislead by one of the doctors who was also involved in cheating in Oliver case.

This page is created for the loving memory of all the victims of medical abuse around the Globe and for 26 year old Oliver Rõigas, who fall a victim of massive secret drugging by Russian nurse and former Communist Estonian doctor in autumn 2009.

On June 12, 2019 I turned to Estonian Foreign Minister Urmas Reinsalu with the written request to

1. Make public apology on the name of the Estonian government for the cheating European Human Rights Court,

2.  To inform European Human Rights Court about the cheating by Estonian government official in the case,

3. To compile friendly settlement agreement to finally end the case;

4. To state publicly by Estonian government that Estonian government will promise to do it's best to stop illegal Soviet era practice to insert hazardous drugs to patients, still performed by some mostly Soviet era trained doctors; and also used to cover up medical mistakes and hunt for organs.

5. To do it's best to stop the practice of euthanasia by the doctors in Estonia who illegally practice it and to start to honour laws and justice and human rights also in Estonian hospitals and in other medical treatments.
